The 30% Milestone ,The Most Important Number in Your Chahar Bagh Journey
In Pakistan’s real estate market people usually think that payment milestones are about the money you pay. You pay an amount the developer writes it down. Then you wait.. Chahar Bagh is not like that. When you pay thirty percent of the amount it is not just a number on a schedule. It actually changes your status as an investor in a big way.
When you pay thirty percent of the plot value to RUDA you can take part in the balloting process. This is a process where RUDA uses computers to assign you a specific plot number. Before you pay thirty percent you only have a booking and a letter that says you are interested.. After you pay thirty percent you actually own a plot of land. It is a piece of land with a number and it is officially registered in your name by the government. This is a different thing. Chahar Bagh and the plot you buy are more secure when you pay thirty percent. You are not just paying money, you are actually becoming the owner of a plot of land, in Chahar Bagh.
Payment Stage is a part of this process. It tells you what you have to pay and when.
Here is what the different Payment Stages mean:
*Down Payment:Down Payment is ten to fifteen percent of the Total. This is when your booking is confirmed and you get an Intimation Letter.
*Quarterly Instalments:Quarterly Instalments are the one to two percent of the Total which is fifteen to twenty percent. This is when you start building your payment record with RUDA.
*The thirty percent:The thirty percent milestone is a deal. This is when you have paid thirty percent of the Total and your plot number is confirmed. This is also when the balloting is triggered.
*Continuing Instalments:After that you have the Continuing Instalments, which’s thirty one to one hundred percent of the Total. This is when you are paying towards a plot that has a number.
*All Dues Cleared:Finally when All Dues are Cleared, which is one hundred percent of the charges your possession is scheduled and your plot is marked on the ground.
The thirty percent milestone is very important for investors. They want to reach it quickly as possible. This is because until you have your plot number you just have a booking, not land.. After the balloting you become a confirmed landowner in a project, by the Punjab Government. So the Payment Stage of thirty percent milestone is really what makes you a landowner.
1:Chahar Bagh(Phase 1) RUDA — What It Is and Why Government Backing
Matters:(Pakistan’s first smart eco-city — Persian name, Mughal heritage, 21st century infrastructure)
Chahar Bagh is a name that means Four Gardens in Persian. It reminds us of the gardens from the Mughal era. You can see the idea in Lahore’s Shalimar Gardens. The RUDA team used this name to create a new urban development plan. They did not just focus on making it look good. They also thought about the structure.
* Each block has paths.
* Every road has trees planted along it.
The plan for the area was made by Nespak. Then it was carried out by NLC.The goal was to connect each district in a way.The Chahar Bagh idea was the base, for all of this. The RUDA team wanted to make a place with green spaces. They used the Chahar Bagh name to guide their work. The result is a planned urban area. The Chahar Bagh concept is still the focus. It helped create an functional place.
The name and design of Chahar Bagh are not what make it worth discussing. What really makes Chahar Bagh worth talking about is the institution behind it.The Ravi Urban Development Authority or RUDA is a body of the Punjab Government. It is a government body so it cannot just disappear. It has to deliver because it operates under laws, rules and public scrutiny that a private developer does not face. The government oversees RUDAs work. It has to be accountable to the public.Chahar Bagh is a project of RUDA. That’s what makes it important.RUDAs role in Chahar Bagh is what we should focus on.
Key Detail Information:
The type of RUDA is a Punjab Government Statutory Body. It is not a private company.RUDA has a master planner Nespak or we can say National Engineering Services Pakistan. The construction authority of RUDA is NLC which is also known as National Logistics Cell.
RUDA is located on Ring Road, Harbanspura, Lahore. It is near Shareef Pura or Bhaini Interchange.RUDA launched its phase 1 in the year 2022. It has plots of 10 Marla and 1 Kanal. You can do the payment in the Bank of Punjab. It should be in RUDAs official BOP account only.If you are a Pakistani then you will get a 5 percent discount and this is the official policy of RUDA.If you miss your payments then you will have to pay a penalty of 14 percent per annum. The rule for payment is that if you miss 3 or more payments then you risk forfeiture of your investment, in RUDA.The status of phase 1 of RUDA is that 97 percent of the infrastructure is complete and the possession is live and underway.RUDA is really moving forward with its projects and RUDA is giving a lot of facilities to its customers.

3:Chahar Bagh 10 Marla Plot Price Guide 2026 ,All Categories:
(Base prices, premiums, and what drives the difference between categories)
RUDA started selling Chahar Bagh Phase 1 in 2022. They were selling ten marla plots for twelve million rupees. This was the price to book a plot. Now it is 2026. People who bought plots early are selling them again. They are selling these plots for a lot more money than they paid. This means the value of these plots has gone up by twenty five percent or more in one and a half years. Some places like Enclave and Reva still have plots from RUDA that you can buy directly from them. The price of these plots is between twelve million and sixteen million Pakistani rupees. RUDA plots are still available, at these prices.
4:The Full Payment Plan, From Booking to Possession:
(Every payment, every milestone, every rupee laid out clearly)
RUDAs payment structure is clear and fixed. It’s publicly available. Follow the rules. This is one of its advantages. You know what you’re paying, when you’re paying it and what each payment gets you. There are no costs. No extra charges at the minute that weren’t, in the original plan.
Chahar Bagh Enclave 10 Marla has a payment journey that you need to follow:
| Stage / Milestone | Payment Amount | Key Outcome / Document |
| 1. Booking | 30% Down Payment | Intimation Letter Issued |
| 2. Quarter 1 | Part of 90% Balance | RUDA Official Receipt |
| 3. Quarter 2 | Part of 90% Balance | RUDA Official Receipt |
| 4. Threshold (30%) | Total 30% Paid | Balloting Eligibility & Plot Number Assignment |
| 5. Quarters 3–16 | Remaining Installments | Payment history for confirmed/numbered plot |
| 6. Completion | 100% Value + All Charges | Possession & Ground Demarcation |
Additional Costs and Statutory Fees:
The installments only cover the price of the plot. There are other costs that you need to pay for a clean transfer. These costs are really important.
RUDA Membership Fee:You also have to pay the RUDA Membership Fee, which’s PKR 50,000. You must pay this before the plot is transferred to you.
Corner or Park Premium:If your plot is in a location like a corner or near a park you have to pay an extra 10 percent of the plot value. You can pay this with your installments.
FBR Tax (Section 236K):
Then there is the FBR Tax, which’s usually PKR 236,000.
The Filer Rate is between 1.5 percent and 2.5 percent.
The Non-Filer Rate is 10.5 percent.
You can pay the FBR Tax a little at a time or all, at once before you sell the plot.
Transfer & Documentation:
When it is time to transfer the plot you have to pay fees for the Transfer and Documentation. These fees are based on the RUDA schedule at the time you get the plot.
Phase 1 Payment Plan for your reference:
* Phase 1 had a payment plan that lasted 2 to 3 years with payments. It started with a 15% down payment.
* For example a 10 Marla plot facing the park in Phase 1 required a payment of PKR 2,250,000. Then there were 8 payments of around PKR 1,593,750 each.
* People who invested in Phase 1 and completed this plan are now building homes. This timeline is what Enclave investors should use as a benchmark.
Payment Methods:
* RUDA accepts payment methods: Demand Draft, Pay Order, Online Bank Transfer through IBFT, SWIFT or IFT and transfers from Roshan Digital Accounts.
* All payments go to RUDAs official account, at the Bank of Punjab. Each plot has its unique IBAN number.
* Note that cash payments are not accepted.
5:The 30% Down Payment , What It Unlocks and Why It Is Critical:
(The single most important milestone in your Chahar Bagh investment)
Most real estate guides ignore the 30% mark.. This guide does not. It is a detail that sets apart a smart Chahar Bagh investor from one who is still unsure. Here is what happens when you hit 30%. It really matters. You need to think about how to reach this goal.
The 30% Milestone: Before vs. After
| Feature | Pre-30% Payment (Booking Phase) | Post-30% Payment (Allotment Phase) |
| Legal Status | An “Application” or “Right to a Plot” | A Confirmed Plot with a specific number |
| Documentation | Intimation Letter & Receipts | Official Allotment Letter |
| Balloting | Waitlisted for the draw | Eligible for computerized balloting |
| Market Value | Trading as a “File” (Lower Liquidity) | Trading as a “Numbered Plot” (High Liquidity) |
| Equity Type | General investment in the project | Equity in a named and mapped piece of land |
| Agent Influence | None | Zero (Government-regulated computer draw) |
The Balloting & Allotment Breakdown:
| Component | What Happens | Why It Matters to You |
| Computerized Draw | RUDA runs a transparent, public, and automated draw to assign numbers. | Ensures total fairness; no agent or official can “hand-pick” your location. |
| Allotment Letter | You receive a formal document listing your Block, Plot Number, and Size. | This is your primary title document before possession; it “locks” your location. |
| Resale Readiness | The plot becomes a “Cleaner Proposition” for buyers. | Buyers prefer plots with numbers over files; you can command a higher premium (profit). |
| Equity Protection | Every rupee paid after 30% goes toward a specific coordinate on the map. | Significant legal protection; you are no longer paying for a “concept,” but for “ground.” |
Strategy Note:
Some investors pay the gap between their payment and thirty percent as a lump sum. This essentially means paying off schedule. It can trigger balloting Under the RUDAs system this is allowed. It is a move if you want your plot number confirmed earlier. You can secure your investment this way.
6:Development Charges , PKR 300,000 Per Marla Explained:
(The cost nobody should be surprised by — but many are)
One of the costs in Chahar Bagh that people often get wrong is the development charge. This charge is not part of the plot price on booking forms. You will not see it in your quarterly installment calculation either. But make no mistake it is a cost. You must pay it before you can take possession of the plot.So you should include it in your budget from the start. The RUDA has officially said that for plots in Chahar Bagh,
– The development charges are PKR 300,000 per Marla for 10 Marla and 1 Kanal plots.
For example if you have a 10 Marla plot you will have to pay PKR 3,000,000 in total as development charges. You can pay this amount in two instalments.
– The exact schedule for these installments will be confirmed by RUDAwhen they notify you that you can take possession of the plot.
The development charge is a cost for Chahar Bagh plots.Chahar Bagh plots require this payment. You must plan for the development charge from day one, for your Chahar Bagh plot.
What Development Charges Cover:
- They pay for building roads putting down the right surface and marking the lanes all over the district
- They cover putting electricity cables underground and setting up transformers
- Development charges pay for the water system like tanks to hold the water and the pipes to get it to our homes
- They also pay for getting rid of sewage and wastewater
- Development charges cover the cost of lighting the streets and roads, inside the neighborhood
- They pay for making parks planting trees and making our community areas look nice
- Development charges also cover the cost of building walls around the neighborhood putting up gates and building a place for the guards to stay
When you are buying a plot you need to think about this from the beginning. For a 10 Marla plot in Chahar Bagh you have to remember that you will have to pay PKR 3,000,000 extra for development charges. This is on top of the price of the plot and all the other costs that come with buying it.
You should plan to spend 15 to 18 percent more than the basic price of the plot. This extra money will cover the development charges and the taxes and fees that you have to pay when you transfer the plot.
So when you are thinking about how much a 10 Marla plot in Chahar Bagh will cost you need to budget for the plot price. Also the development charges and the taxes and transfer fees. This will give you an idea of how much money you really need to buy a 10 Marla plot, in Chahar Bagh.
7:Balloting How Your Specific Plot Number Gets Assigned:
(Transparent, computerised, government-conducted and triggered at 30%)
Balloting in Chahar Bagh is not like those schemes where you just get lucky. The balloting that RUDA does is a process. They write everything down. Do it in public. They use computers to make sure it is fair. Every person who has paid thirty percent of the amount can be part of the balloting. RUDA does the drawing in an open way. They make sure everyone can see what is happening. Then they put the results on the RUDA website for everyone to see. The balloting process of RUDA is very clear and transparent.
The Balloting Process Step by Step:
1.Eligibility Check:The first thing that happens is the Eligibility Check. RUDA checks if you have paid thirty percent or more of the plot value through official channels.
2.Balloting Number Issued: After that a Balloting Number is Issued. Every application form that people submit to RUDA gets a balloting number.
3.Computerised Draw:Then there is a Draw. RUDA uses a computer system to do the draw so it is all fair. There is no manual interference. The results can be checked.
4.Plot Assignment: Next there is the Plot Assignment. Each balloting number is matched to a plot in the district’s master plan.
5.Results Published: After that the Results are published. RUDA puts the balloting results on the Chahar Bagh portal at chaharbagh.ruda.gov.pk.
6.Allotment Letter Issued:Then an Allotment Letter is Issued. People who get the plots the allottees receive their official Allotment Letter and it confirms the plot number, block and all the details.
7.Your Plot is Locked: Finally Your Plot is Locked. From this point on the specific plot number is yours. It is like your property. You still have to complete the payment plan.
Increasing Your Chances in Balloting:
RUDA lets you submit forms to have a better chance of getting a plot.. You need to pay the fee for each form. For example if you want to apply for 3 forms for 10 Marla plots you have to pay the balloting fee for each form Only the forms, with confirmed payments are included in the draw. This system is fair. Everything is recorded. If you submit forms make sure to keep all your receipt copies safely.
Reminder:
No agent, sales partner or insider can promise you a specific plot number before balloting. If someone says they can get you a corner plot or park-facing plot before the ballot they are either wrong or trying to trick you.The draw is done by computer. Conducted by the government.
