With RUDA you are dealing with a government organization that is supported by the Punjab Government. There are rules to follow when you apply for a RUDA plot. There is a system for choosing who gets a plot. There is a plan for paying for it that everyone knows about. Everything that happens with RUDA plots from filling out the form to getting the letter that says the plot is yours is done officially.

First you need to pick the RUDA project you want. Then you have to go with what you see.
Before you fill out any forms you have to figure out which RUDA project you are really going to book. The thing is, each RUDA project has land sizes, costs, places and payment plans. 2-Find an Official RUDA Registered Sales Partner:
This is really important. RUDA does not allow just anyone to sell its plots. RUDA has a list of people they trust to sell these plots. This list is called Registered Sales Partners. If you buy a plot from someone who’s not on this list you might lose all your money.If someone is not registered with RUDA they are not responsible for what they do.
You can find RUDAs office at 152-Ali Block, Garden Town, Lahore. You should check RUDAs website to see who is on the list of registered partners. Then you should check the person who is trying to sell you a plot against this list before you give them any money.
A registered partner like RUDAs partner does a lot of things for you. Here are some things they do:
1-They give you the price of the plot so you do not pay too much money.
2-They send your booking form and payment to RUDAs Commercial and Customer Service Department.
3-They give you a receipt that has a stamp on it so you know everything is okay. They do this within one day of work after they submit your form.
4-They help you understand how to pay for the plot, how tax you have to pay and how to transfer the plot to your name.
5-They are available to help you even after you have bought the plot not just until they get their commission.

3-Fill the RUDA Official Booking Form Correctly:
The RUDA official booking form is where everything starts. If you get it wrong the whole process stops. Here is what you need to know before filling it out.
Where to get the form:
– You can get it directly from RUDAs office at 152-Ali Block, Garden Town, Lahore.
-. You can get it from a RUDA Registered Sales Partner who has the latest version.
– You can also download it from RUDAs online portal at rasta.ruda.gov.pk.
What goes on the form:
– Your name is exactly as on your CNIC.
– Your CNIC number, date of issue and your fathers or husband’s name.
– Your nominees. Their CNIC details.
– The project you prefer, the plot size you want and the block its in.
– Your contact number, mailing address and email address.
– How you plan to pay. Demand Draft, Pay Order or online bank transfer.
Make sure the plot details on the form are correct before you sign it. Once you submit it, making changes becomes difficult. Your registered sales partner should go through the form with you before it is submitted.
Important: You need to submit the completed form along with proof of payment to RUDAs office at 152-Ali Block, Garden Town, Lahore. Usually your sales partner does this for you.
4-RUDA Required Documents , Complete Checklist:
When people buy something for the time, this is usually where they make mistakes. They do not have the papers and everything stops. You should get all your documents ready before you start filling out the form. Do not wait until after you have started .

Make sure you have a copy of all your documents for yourself before you give them to RUDA. When you submit the form RUDA will give you a receipt with a stamp on it. This receipt is proof that you submitted the form so keep it safe. RUDA documents are very important so take care of your RUDA receipt and all your RUDA documents.
5: Pay the Down Payment , Amounts and Methods
When the RUDA people look at your application and say it is okay for now they send you a letter with some information.This letter tells you how long you have to pay the payment for the RUDA project.You need to do this soon as possible because if you miss the deadline your application will be cancelled. So you should think of this as something you have to do right away.

Accepted Payment Methods
To ensure transaction transparency and a verified paper trail, RUDA strictly adheres to bank-only payment methods. Cash payments are not accepted under any circumstances.
- Demand Draft (DD): Made out specifically to “RUDA.”
- Pay Order: Can be issued from any scheduled commercial bank.
- Online Bank Transfer: If paying digitally, you must provide a transaction screenshot and/or a bank-generated confirmation slip for record-keeping.
6:Receive Your Intimation Letter:
After RUDA gets your form and down payment they send you a letter called the Intimation Letter. This letter is very important. It is not the letter that says you got the plot that comes later.. It says you are now part of the system.
The Intimation Letter has some things in it like:
* The paper that says you booked a plot
* A list of when you have to pay. How much you have to pay every quarter
* How your plot costs and what all the charges are
* How to pay for the rest of the instalments
* Information about the RUDA membership fee
You get the Intimation Letter:
* Through Pakistan Post it usually takes two weeks
* If you live away it takes longer so you need to plan for that
* The person who sold you the plot also gets a copy of the letter
If you do not get the letter in three or four weeks you need to call the person who sold you the plot away. They can give you another copy. Only if you are the person in RUDAs system. That is why it is very important to fill out the application form from the start. RUDA sends the Intimation Letter to confirm your plot booking with RUDA. It has all the details about your plot and payments, to RUDA.
7: Follow the RUDA Instalment Schedule:
The RUDA installment schedule is something you have to follow. If you miss a payment you will have to pay charges. If you miss many payments you might even lose your booking.The schedule is written on your Intimation Letter so make sure you treat every date as a very important bill.

Tax Regulations (FBR Section 236K)
When you buy something you have to pay taxes to the Federal Board of Revenue. You can pay these taxes a little at a time with each payment or at once before you get the final papers.
The Tax Filer Rate is 1.5 percent to 2.5 percent Withholding Tax.
The Non-Filer Rate is 10.5 percent to 18.5 percent Withholding Tax.
It is an idea to be a tax filer.If you are not a tax filer you should become one before you pay your RUDA payment.If you become a tax filer you will pay tax. You will pay 1.5 percent of 18.5 percent. This will save you a lot of money. It can save you hundreds of thousands of rupees. This means you will get money from your investment. Becoming a tax filer is a thing to do. It can make a difference. Tax filers, like you, will benefit from this. Tax filers will pay tax.
Compliance And Penalty Risks
Late payments have consequences. If you pay an installment late you will have to pay money every day or every month. This is what RUDA policy says.
Booking Cancellation: What happens if you miss payments in a row? RUDA can cancel your booking. If you want to get it back you will have to pay a lot of money.. You can only do this if the plot is still available.
Record Keeping: You should always keep a copy of your receipts. Make sure you have a copy on your computer and a physical copy. This is very important, for every payment you make to the bank.
8: RUDA Balloting ,How Your Plot Number Gets Assigned:
This part really confuses people. When you book a RUDA plot you don’t get a plot number right away. That number comes through a ballot.. The ballot only happens when you have paid 40 percent of the total plot value.
Here’s how the ballot works:
* You pay 15 percent of the plot value first. This 15 percent is part of the 40 percent.
* Then you keep paying every quarter until you have paid 40 percent of the plot value.
* Once RUDA says they got your 40 percent payment you can join the ballot.
* The ballot is like a computer draw. Your specific plot number is decided then.
* RUDA will tell you your plot number in writing after the ballot.
No agent, not a RUDA Registered Sales Partner can promise you a specific plot number before the ballot. If someone says they can get you a corner plot, before the ballot be careful. That’s a warning sign.
Note: The size and location of your plot are not final until RUDA physically marks it out. There might be changes. The RUDA booking form says this can happen.
9: Receive Your RUDA Allotment Letter:
After you vote RUDA gives you your Allotment Letter. This letter is not the same as the Intimation Letter. The Intimation Letter is like a note that says you are in the system. The Allotment Letter is a note that says a specific plot of land now belongs to you.
The RUDA Allotment Letter has the following information:
– The number and block of the plot that’s yours
– The exact size and type of your plot
– How much more money you need to pay
– If you have to pay extra for things like being on a corner or near a park
– When you can expect to get the keys to your plot
Make sure you have many copies of this letter both on paper and on your computer. This letter is very important for your RUDA investment. If you lose it you have to fill out an application to get a new one, from RUDAs office and that can take a long time. RUDA investment is important. The Allotment Letter is a big part of it. So keep your RUDA Allotment Letter safe.
10: Clear All Dues and Charges Before Possession:
Before you get your plot you need to pay all the charges. RUDA will not give you the plot if you have any dues. Not a single rupee. This step takes more time and money than most buyers think, so plan for it ahead of time.
Here are the charges you need to clear before getting your plot:
– All the remaining quarterly instalments according to your schedule
– If your plot is a corner, park-facing or boulevard plot you need to pay a 10 percent, which you pay with the final instalment
– PKR 50,000 RUDA membership fee if you have not paid it yet
– FBR Withholding Tax of 236K if you have not paid it with your instalments
– RUDA transfer and documentation fees according to the current schedule
– Development charges if your plot category requires you to pay separately
– Any outstanding balance. RUDA will not give you a transfer NOC if you have open dues
You should budget an extra 7 to 10 percent of the plot value for all taxes and transfer costs. Your consultant should help you calculate all the dues before you reach this stage. Not, on the morning of possession. RUDA will guide you through the process.
11: Plot Demarcation and Final Possession:
This is the finish line. When you have paid all your dues and RUDA says your account is okay they will fix a time to mark the boundaries of your plot. A person from RUDA will come to the site, mark the boundaries and give you the plot formally.
What happens when you get possession:
– The people from RUDA measure your plot and mark the boundaries on the ground
– You get the papers that say you have the plot now
– You can start building on your plot because you have the right to do so
– If the plot is not the size as they said you will get a deal based on the current rates
Possession will happen at different times for different projects and phases. Chahar Bagh Phase 1 is the project that is moving the fastest and some people who bought plots early’re already at this stage. If you bought a plot in Sapphire Bay or Chahar Bagh Enclave you should think that you will get possession in 2027 or 2028. These are targets, not promises. You should plan your money in a way that you have some extra for 12 to 18 months after the time you think you will get possession.
Bonus: Tips for Overseas Pakistanis Booking RUDA Remotely
You do not have to be in Pakistan to buy a RUDA plot. Lots of people from Pakistan who live in other countries have done this without going to Lahore. Here is how it works:
– You need to choose a family member you trust or a RUDA Sales Partner who is verified to act for you. You do this by giving them a paper called a Power of Attorney that has been checked by a notary.
– You can pay for everything using a bank transfer from another country. Make sure you keep a record of every payment you make.
– The person you chose to act for you can give RUDA your booking form and other papers.
