But it is also not what some sales agents imply when they wave their hands and say “don’t worry about it, RUDA handles everything.”Here is what balloting actually is and what to expect when it happens.
The basics, what balloting means in RUDA
When you book a plot with RUDA, you are not immediately assigned a specific plot number on the map. You are booking your right to receive a plot. Your specific location, which block, which street, which numbered plot, gets assigned later through balloting.
RUDA uses a computerized balloting system. The whole process is live-streamed on their official Facebook page so anyone can watch. This matters because it removes any possibility of backroom dealing. You see the result in real time, same as everyone else. That transparency is something private housing schemes in Pakistan almost never offer.
When does balloting happen, the 30% milestone
Balloting is not triggered by time. It is triggered by payment. Once you have cleared 30% of your total plot price through your quarterly instalments, you become eligible for balloting. RUDA then holds the event and assigns your specific plot number.
This is worth understanding because it changes how you think about your installment schedule. The first 30% is not just financial obligation, it is the threshold that gets you from “I have a booking” to “I have a specific plot.” Pay consistently and you get there faster.
The Intimation Letter and the Allotment Letter, people confuse these constantly
Two different documents, two different stages. They are not the same thing and mixing them up causes genuine confusion.
The Intimation Letter arrives roughly two weeks after your booking is accepted. It confirms RUDA has received your application, sets out your quarterly instalment schedule, and tells you exactly how much you pay each quarter. At this point you do not have a plot number yet, you have a confirmed booking.
The Allotment Letter comes after balloting, once you have paid 30% of the total. This one has your actual plot number, your block, your plot dimensions, and your remaining payment obligations. This is the document that says a specific piece of land is legally yours. Keep both of these somewhere safe, you will need them throughout the process.
What actually happened at the Chahar Bagh Enclave balloting
Chahar Bagh Phase 1 held its first balloting in August 2022. Chahar Bagh Enclave went through its own balloting in early 2024. Both events were conducted at RUDA’s head office with official oversight, live-streamed publicly, and results posted on the RUDA website afterward.
The Enclave balloting covered the 186-acre community with plots ranging from 3 Marla to 1 Kanal. The RUDA CEO was present and described it as a model for transparent plot allocation in Pakistan. FPCCI’s chairman called it a benchmark for the sector.

Payments after balloting, the late payment penalty is real
